Adopting social enterprise as the vehicle for transforming poor households to become self-sustaining requires capable SE partners that will steer the enterprise from start-up to scale-up.  PEF has three distinct but mutually reinforcing implementing structures to achieve this goal --- the Foundation itself as the primary gateway for organizations moving into SE; the PE Holdings company as investor in for-profit organizations whose SE ventures are matured enough to achieve scale; and the SE Institute for capacity building to make the enterprise and entrepreneurs investor-ready.

An SE needs to mobilize and draw resources from its ecosystem for the enterprise to grow and be viable and sustainable.  PEF, therefore, invests in capability development of SE in the five essential elements of the enterprise ecosystem.
